Funding Criteria
Each year, through the Development Education Small Grants Scheme, Trócaire allocates a part of its budget to support the education and campaigning work of outside groups. This fund is primarily aimed towards assisting small groups and organisations who need seed monies to get started in development education activities. However, Trócaire will also consider applications from more established groups seeking support for a specific project or activity.
Larger grants are available to a small number of organisations with whom Trócaire has an agreed special strategic project. Trócaire especially welcomes applications which show innovation and creativity in terms of methodologies and target groups.
This fund is administered by the Development Education Funding Committee which meets twice a year (Spring and Autumn) to process applications.
In order to be considered for funding, groups must apply by certain deadlines.
The deadline for the second round of grants this year is Friday 26th September 2008 at 5.30pm.
The criteria by which Trócaire considers projects for funding are:
- Projects of a general nature or which apply to Ireland or to Irish issues alone will not be funded. This includes projects which deal exclusively with Irish environmental issues.
- Projects must display clearly stated aims and objectives articulated within
a specific timeframe and with specific outcomes.
Projects must be clearly targeted at a specific group and demonstrate how it is intended to ensure the target group’s participation at all stages of the project. - Projects must have a clearly defined theme; based on a balanced and well-founded analysis of the chosen theme.
- Projects must have a “multiplier effect”, i.e. have some mechanisms whereby the target group can share the skills and knowledge gained. This process should be built into the project planning.
- Projects must show some element of co-funding from the group involved. Grants will not be made for 100% of the cost of the project or for projects which are entirely dependent on external funding.
- Projects must not seek funding for more than half of salary costs.
- Grants from Trócaire will not normally exceed €12,000.
Trócaire does not provide small grants for:
- Individuals who are not part of a properly constituted group or in an organisation capable of adequate accountability.
- Purchase of buildings, fixtures or electronic equipment.
- Retrospective or shortfall funding.
- Study visits.
- Top up grants towards large programme budgets.
How To Apply
Trócaire does not provide an application form. Instead we ask groups to outline in a concise manner:
- Some basic information about the group/organisation, its aims, previous activities, membership and organisational structure.
- The project for which funding is now requested.
- What the aims and objectives of the project are.
- The target group.
- What methodologies will be employed and expected outcomes.
- Timeframe for the project.
- Attach a realistic and itemised budget, including information on other sources
of funding and amount requested from Trócaire.

Accountability
Groups which receive grants will be required to submit a short written report on completion of their project. Trócaire will also seek an evaluation of major projects which receive financial support. If, for any reason, a project does not go ahead, the total or part grant must be returned to Trócaire and cannot be re-allocated to other work. A separate application for a new project can be submitted to the committee for consideration.
