Aid is a critical tool for development because it can be used to create access for the very poorest people to the means for enhancing their skills and life chances. Aid is often targeted at providing basic services – healthcare, education,clean water, sanitation, remote rural roads – which the market would not supply to the very poor and which poor countries' governments cannot afford to adequately fund.

Global aid is close to its lowest levels ever, in spite of the vast needs of the 2 billion people who live on less than $2 a day. The eighth Millennium Development Goal calls for a global partnership for development. It includes the commitment to delivering ‘more generous official development assistance for countries committed to poverty reduction' .

A minimum of an additional $50bn per year in Overseas Development Assistance (ODA) will be required from donors in order to achieve the Millennium Development Goals – or almost the same amount again as is currently spent annually ($58.3bn).
