Poverty Reduction Strategy Papers (PRSP)
In September 1999, the World Bank and the IMF unveiled a new mechanism for integrating debt relief with poverty reduction. To qualify for debt relief countries would have to formulate Poverty Reduction Strategy Papers (PRSPs). PRSPs were meant to be nationally owned and based on broad participatory processes.
However, this approach has been marred by one central flaw. The Bank and Fund are still charged with endorsing these strategies, which are in turn a condition for HIPC eligibility and further concessional lending. The PRSP has become another donor conditionality to most developing country governments.
Trócaire's work on Economic Justice and PRSPs
Trócaire works with partners to carry out advocacy on social and economic policies that affect the lives of the poor. Trócaire is particularly active in economic justice / PRSP work in: Honduras, Nicaragua, Ethiopia, Malawi, Mozambique, Rwanda, Sierra Leone and Zambia.
Trócaire aims to build the capacity of partner organisations to participate in framing PRSP content and to monitor its implementation, as well as building capacity for economic justice work more broadly. Trócaire also works at a global advocacy level, engaging with official donors and the IFIs on core policy issues relating to economic justice and the PRSP approach.
